• Google Calendar — on a computer: Other calendars → From URL → paste
• iPhone / iPad — Settings → Apps → Calendar → Accounts → Add Account → Other → Add Subscribed Calendar
• Mac — Calendar → File → New Calendar Subscription → paste

Phone apps for Google and Outlook cannot subscribe directly. Subscribe on a computer and the calendar syncs to your phone on its own.
